The Memorial

In September 2009 Tribute to Liberty, received approval from the National Capital Commission (NCC) to build a Memorial to Victims of Communism - Canada, a Land of Refuge on National Capital Region land.

A major memorial on National Capital Region land requires a national design competition "to ensure quality and excellence of design in keeping with the significance of the Capital. A design competition also provides unique opportunities for the Canadian artistic community to participate in the development of national commemorations" (NCC Policy Guidelines). Tribute to Liberty will hold a national design competition once significant funds have been raised for the Memorial.

The NCC is the government agency, now part of Canadian Heritage, that oversees the use and development of National Capital Region lands. Tribute to Liberty follows NCC policy guidelines for memorials in the National Capital Region, and manages the project in close consultation with the NCC.
