As part of the international current of exposing the crimes of communism and commemorating those who suffered under Communist regimes, various community leaders, government officials and foreign diplomats in Canada suggested the creation of an organization that would commemorate the victims of totalitarian communism. Tribute to Liberty's Founding Partner, The Open Book Group, under the leadership of Zuzana Hahn, spearheaded the initiative in its early stages. After further collaboration among representatives from local ethno-cultural communities in Toronto, the organization Tribute to Liberty was created and a Board of Directors was established to carry the project forward.
