As part of the international current of commemorating victims of Communism, various community leaders, government officials and foreign diplomats in Canada suggested building a memorial in the National Capital Region that would recognize these victims, and the contribution Canada has made in coming to their aid.

In the fall of 2007 Hearts Open Toronto began approaching various organizations about the memorial, and in early 2008, along wtih Sokol Canada, began organizing public meetings to discuss the project. In the fall of 2008 the non-profit organization Tribute to Liberty was created, and a board of directors was establsihed to provide leadership and to take on the work necessary to make the project a reality.
